Job Description

Reporting to the DISC Leadership Team, the HR Manager leads the full employee lifecycle across DISC, building a performance-driven, compliant, and engaged workplace. The role owns workforce planning, talent acquisition (as part of a generalist remit), HR operations, payroll oversight, licensing and credentialing, employee relations, performance management, onboarding, engagement, and HR analytics. The HR Manager partners closely with Operations, Clinical, Quality and Finance to support safe, efficient care and measurable business outcomes.

Key Duties

Manpower Planning

  • Maintain up-to-date org charts and job descriptions across clinics and service lines.
  • Publish rolling 12-monthcapacity plans and vacancy lists per site; align to budget.
  • Map critical roles, successors, and internal mobility opportunities.

Recruitment

  • Lead end-to-end hiring (sourcing, screening, interviews, offers) with a consistent candidate experience.
  • Build market pipelines through universities and professional associations; maintain a vetted recruiter/vendor list.
  • Maintain an applicant tracking/reporting system and weekly hiring dashboards.
  • Manage hiring costs within budget and target salary ranges.

On-Boarding

  • Manage all pre-joining and settling-in logistics (visas, medicals, insurance, travel, accommodation as applicable).
  • Deliver a structured induction across clinical, operational, and compliance topics; ensure timely completion of all documentation.

Licensing & Credentialing

  • Maintain a live register for clinical licenses/privileges, good-standing certificates, and CME/CPD; send renewal prompts and escalate risks.
  • Ensure adherence to DHA, DHCC, and Dubai Government regulations; prepare for inspections and audits.

Payroll, Compensation & Benefits

  • Consolidate monthly payroll inputs and validate with Finance; ensure 100% accuracy and on-time processing.
  • Support compensation frameworks and benefits administration that are compliant and market-aligned.
  • Ensure pay and payroll practices align with labor law and internal policy.

Policies & Procedures

  • Keep HR policies up to date, accessible, and communicated.
  • Serve as a trusted resource for policy interpretation, benefits, leave, and pay queries.
  • Recommend process improvements to meet operational needs and compliance requirements.

Performance Management

  • Implement the annual performance calendar; ensure objective-setting, mid-year check-ins, and year-end reviews are completed with quality.
  • Coach managers on SMART KPIs and feedback; promote a performance-driven culture.
  • Employee Relations
  • Advise managers on labor law and best practice; manage investigations, documentation, and disciplinary procedures fairly and consistently.
  • Handle day-to-day staff issues in collaboration with line managers.
  • HR Administration
  • Maintain personnel files and HRIS in line with labor law and UAE requirements.
  • Administer leave processes in coordination with managers to ensure coverage and continuity of care.

Learning & Development

  • Build and deliver a yearly L&D plan that includes mandatory, clinical, and non-clinical programs.
  • Partner with Clinical and Quality for clinical education and CME/CPD tracking; ensure completion of mandatory training.

Off-Boarding

  • Manage exit and repatriation (license transfer/cancellation, visa cancellation) and conduct exit interviews; analyze insights to improve retention and engagement.

Staff Welfare &Wellbeing

  • Reinforce a positive, professional, and compliant culture; run engagement actions with clear follow-through.

HR Communication

  • Lead internal communication for people initiatives and change: craft messaging, FAQs, and manager toolkits; deliver through email, town halls, and digital channels.

Qualifications

  • Bachelor’s in HR, Business Administration or related field; CIPD/SHRM preferred
  • Minimum 5+ years in HR within healthcare or a regulated environment, including 2+ years owning a broad HR portfolio or leading an HR function.
  • Strong knowledge of UAE labor law, expatriate/visa processes, and DHA/DHCC/ licensing.
  • Proven success partnering across clinical, operations, quality, and finance.
