Job Description

Summary:

Responsible for the organization, direction, planning of Pharmacy Department program as per hospital policy and procedures to maintain optimal professional practices of all Pharmacy Staff. Also to provide excellent access, information, education for care to all inpatients and outpatients. Administers the preparation and management of the operating budget for Pharmacy as directed.

Functional Responsibilities:

  • Ensures through his actions, either directly or indirectly, that a superior quality of medical treatment, compassion and understanding is given to every patient served at the CARE Hospitals and Clinics.
  • Ensures that leadership and guidance to all Pharmacy staff is provided.
  • Plan, schedule and direct the work of the department’s staff to meet the hospital objectives.
  • Recommend criteria for selecting the department’s or service’s professional staff and choose or recommend individuals who meet those criteria.
  • Participate in the recruitment process in his/her department by updating the departmental staffing plan on an annual basis, reviewing credentials of job applicants and recommending hiring.
  • Assesses candidates for recruitment to the Division and provides recommendations to the Director of Ancillary Service when requested.
  • Provide orientation and training for all staff of the duties and responsibilities for the department or services to which they are assigned.
  • Establish, implement and maintain continuing professional development program.
  • Assure that a regular and systematic monitoring and evaluation of the quality and appropriateness of services rendered within the service is carried out through designated quality assurance mechanisms.
  • Responsible to monitor and maintain staff performance, by developing annual performance evaluations to test the employees’ competencies and by suggesting training needs and career objectives for employees in the coming years.
  • Recommend space, medical technology, equipment, staffing, and other resources needed by the department or service and have a process in place to respond to shortages.
  • Assist in preparation of any required budget reports.
  • Chair all departmental meetings or appoint a designee to chair meetings in his/her absence and documents minutes.
  • Monitors departmental performance metrics and implements improvement initiatives to enhance outcomes.
  • Responsible for the motivation and the inspiration of the department staff.
  • Participate in creating the policies and procedures necessary to carry out the mission.
  • Implements and maintains adherence to all hospital policies, procedures, and regulatory requirements.
  • Review and updates departmental policies and procedures using JCIA and CBAHI standards every three years.
  • Develop, implement and evaluate departmental goals and objectives.
  • Implement changes as per the Pharmacy quality and performance improvement plan and monitor the outcomes.
  • Maintains compliance oversight for all medication preparation and dispensing activities, ensuring adherence to regulatory requirements and professional standards, with specialized management of controlled drugs per MOH and SFDA protocols.
  • Ensures that Pharmacists review all prescriptions or orders and monitors the expiration date of all drugs as per policy.
  • Ensures confidentiality, security and integrity of all patient’s data and information.
  • Ensures that emergency medications are consistently available, controlled and secure in the Pharmacy and in patient care areas.
  • Ensures that Management System within Pharmacy support the Infection Control process.
  • Ensures that a medication recall system is provided for retrieve and safe disposition of discontinued and recalled medications.
  • Ensures that patients are educated about safe and effective use of medication, according to law and their needs.
  • Establishes communication protocols with the “Poison Center” to keep all relevant staff informed of current guidelines and updates.
  • Submits a monthly report to the Director of Ancillary Service and ensures the report is as per department outcomes.
  • Be accountable to the Director of Ancillary Services for all activities conducted within the department.
  • Ensures that a current inventory control list of all drugs and stock are initiated and maintained.
  • Ensures that all Pharmacy policies and procedures comply with CARE Hospitals and Clinics regulations and international standards.
  • Ensures that the Quality Performance and Risk Management within the Pharmacy Department is established and directed as per JCIA and CBAHI Standards.
  • Ensures to develop a safety program for checking all medication distribution and report variances through the Incident Report.
  • Ensures to develop and monitor:
  1. Quality Indicator.
  2. Controlled drugs policy.
  3. Establish high professional relation with Pharmaceutical companies.
  • Ensures compliance with all relevant law and regulations e.g. law and regulations related to recruitment, professional staff licensure and registration, waste management, food management, infection control, medication management, patient rights, radiation safety and physical environment.
  • Serve as a permanent member of the Medical Executive Committee, Quality Council, Infection Control Committee or any other committee as designated by the Director of Ancillary Services.
  • Ensures that meetings are attended as required, and participates in and chairs committee as required.
  • Notifies the Director of Ancillary Service of his/her absence and recommends alternate (Acting Head) from the department.
  • Performs other applicable tasks and duties assigned within the realm of his/her knowledge, skills and abilities

Job Specifications

Minimum Job Qualifications Requirement (Academic, Certifications, languages, etc.)

A minimum of:

Required

  • B.S. Pharmacy as basic requirement.

Desirable:

  • Master, Pharm.D is preferred.
  • Master in Hospital Administration or in Management.

Minimum Work Experience:

Required

  • Minimum 10 years of progressive pharmacy experience in a large health care organization, At least 5 years in senior leadership or management roles
  • Current valid license to practice in the area of his specialty.
  • Registration in Saudi Commission for Health Specialties and/or Current license to practice in Saudi Arabia.
  • Competent knowledge of MOH and SFDA rules and regulations.

Skills & Competencies:

  • Proficiency in pharmacy management systems and healthcare technology.
  • Strong understanding of pharmaceutical care principles.
  • Knowledge of medication safety protocols and quality assurance.
  • Familiarity with inventory management and procurement processes.
  • Demonstrate leadership and administrative skills.
  • Professional communication skills for interaction with diverse stakeholders.
  • Fluency in Arabic and English (both written and spoken).
  • Managerial and working knowledge of computer systems;
  • Exhibits professionalism and excellent interpersonal communication skills.
  • Have high standards of medical ethics, sense of responsibility.
