Job Description
The Head of Clinical Applications is a senior technical leadership role accountable for the end-to-end ownership, governance, and strategic evolution of the Oracle Health (Cerner) Millennium clinical platform, Revenue Cycle Management payment and its integrated application ecosystem. This includes Rhapsody, Synapse RIS, FiveFaces Patient Portal, AI clinical initiatives (eg Ambient Listening, Diagnostic AI) and all relevant clinical applications across the organisation.
The role combines deep Millennium platform expertise with enterprise integration architecture capability, providing authoritative leadership across clinical application delivery, HL7/FHIR interoperability, ambient AI adoption, charging, patient billing and clinical data integrity.
The Head of Clinical Applications guides multi-disciplinary teams of analysts, engineers, and informatics specialists – serving as the primary bridge between clinical requirements, integration architecture, and digital transformation strategy – ensuring the organisation’s clinical technology landscape is safe, high-performing, and continuously advancing.
Key Accountabilities:
Clinical Application Ownership & Cerner Millennium Platform Leadership
- Lead the end-to-end ownership, governance, and strategic roadmap for the Oracle Health (Cerner) Millennium platform, including all clinical and operational modules across inpatient, ambulatory, and perioperative workflows
- Serve as the organisation’s principal subject matter expert on Cerner Millennium architecture, configuration standards, domain model, and release management – providing authoritative technical guidance to clinical informatics, IT, and executive stakeholders
- Drive platform optimisation, build governance, and clinical content standardisation across all Millennium domains including PowerChart, FirstNet, SurgiNet, PharmNet, Revenue Cycle, and Results Review
Integration Architecture & Interoperability Strategy
- Architect and govern the end-to-end HL7 and FHIR integration landscape connecting Cerner Millennium to downstream clinical, operational, and analytics systems – including PACS, LIS, MDI/BMDI, pharmacy inpatient and retail, RCM billing solutions and third-party SaaS solutions
- Lead the design, implementation, and operational governance of the enterprise integration engine (Rhapsody/Mirth), establishing interface standards, message routing logic, and transformation frameworks
- Drive FHIR R4 adoption strategy including SMART on FHIR application enablement, clinical API governance, and interoperability roadmap aligned with regulatory requirements (DHA, MOH, NABIDH)
Clinical Applications Team Leadership & Capability Development
- Lead, mentor, and develop a multi-disciplinary team of clinical application analysts, integration engineers, informatics specialists, and build configuration resources
- Establish team operating models, delivery frameworks, and competency standards that elevate the organisation’s internal Millennium and integration capability
Revenue Cycle Integration & Clinically-Driven Charging
- Oversee governance and optimisation of clinically-driven charging workflows within Cerner Millennium, ensuring accurate charge capture is embedded at the point of care across inpatient, ambulatory, and procedural settings
- Lead the integration architecture between Millennium Revenue Cycle and downstream RCM platforms including patient billing, claims processing, and payer adjudication systems — ensuring clean, real-time data flow that minimises revenue leakage and billing exceptions
- Partner with Finance, Clinical Coding, and RCM operational leads to align system configuration with coding standards (ICD-10, CPT, DRG), pre-authorisation workflows, and payer contract logic
Digital Clinical Innovation & Ambient AI
- Guide the evaluation, piloting, and enterprise deployment of emerging clinical technologies including ambient AI documentation, agentic clinical workflows, and AI-assisted clinical decision support
- Oversee the integration of ambient intelligence tools with Cerner Millennium, including real-time write-back architectures, NLP-to-structured-data pipelines, and clinician-facing AI interfaces
Clinical Informatics & Analytics Enablement
- Partner with clinical and operational leadership to design and deliver Cerner-native and downstream analytics capabilities including Millennium reporting, Oracle ADW/OAC integration, and SAP BusinessObjects clinical datasets
- Lead the PACS and diagnostic imaging platform integration strategy, ensuring seamless clinical workflow across radiology, cardiology, and allied health image management
Stakeholder Engagement & Clinical Partnership
- Serve as the primary technology interface for clinical department heads, nursing informatics leads, and medical directors – translating clinical requirements into platform architecture and build decisions
- Represent clinical applications and integration at board, committee, and executive governance forums, providing clear articulation of platform health, roadmap, and risk
Vendor & Contract Management
- Own the strategic relationship with Oracle Health, managing support escalations, product advisory engagement, and contract performance against SLAs
- Govern third-party clinical application vendor relationships including integration engine, ambient AI, CDS, PACS, and specialty application suppliers
Performance, Governance & Risk Management
- Define and monitor KPIs for clinical application availability, integration pipeline health, Millennium platform performance, and service desk resolution quality
- Establish and chair clinical application governance committees, change advisory boards, and platform steering groups
- Implement risk frameworks for clinical application dependencies, integration failure modes, and Millennium upgrade readiness
- Report on platform health, programme delivery, and innovation pipeline to executive leadership and the Board of Directors
Education & Qualification, Experience, Training & Knowledge
Education
- Bachelor’s degree in Health Informatics, Computer Science, Information Technology, or a related clinical or technical field; advanced degree (MBA, MSc Health Informatics) preferred
- 8+ years of progressive experience in clinical applications management, healthcare IT, or health informatics – with demonstrable depth in Oracle Health (Cerner) Millennium platform ownership
- 5+ years in a senior leadership role with direct responsibility for clinical application teams, integration architecture, or health IT programme delivery
Cerner Millennium & Integration Expertise (Essential)
- Deep, hands-on expertise across Cerner Millennium clinical and operational domains – including PowerChart, FirstNet, SurgiNet, PharmNet, Revenue Cycle, and Results Review
- Proven experience as a Millennium integration architect or senior build lead, with direct accountability for HL7 interface design, domain model governance, and cross-system integration
- Demonstrated experience with enterprise integration engines (Rhapsody, Mirth, Rhapsody/Mirth equivalents) including interface build, monitoring, and operational governance
- Strong understanding of FHIR R4, SMART on FHIR, and CDS Hooks frameworks within the Oracle Health ecosystem
Clinical Informatics & Analytics
- Understanding of clinical data standards (HL7 v2, FHIR R4, SNOMED CT, LOINC, ICD-10) and their application within Millennium and downstream analytics platforms
- Experience with clinical analytics platforms (Oracle ADW, OAC, SAP BusinessObjects, or equivalent) integrated with Millennium data feeds
- Knowledge of PACS and diagnostic imaging integration within the Millennium clinical workflow
Regulatory & Governance Knowledge
Understanding of NABIDH interoperability standards and their technical implementation within the Cerner ecosystem is highly desirable
Familiarity with UAE healthcare regulatory frameworks – DHA, HAAD/DoH, MOH – and their implications for clinical application governance and data exchange
